1. Introduction
This business idea started from studies done on market cars in Romania, where I learned
that most Romanians prefer imported cars in Germany, because they are very well maintained,
and thanks inspection very restrictive faced these vehicles for to travel on highways in very
safe conditions. These studies report that second hand cars is increasing, while sales of new
motor vehicles is only a third of the market.

It’s possible to make import export to Germany in Romania. How should I do it?
3. Problem area
A market analysis of how that has evolved in the past and how to anticipate future
evolution, are the fundamental pillar s for the determination of future income that will generate
business.
I chose the German market for buying cars because this market has one of the biggest
records of new cars in Europe, and a control very rigorous inspection, compared to the market
would be of interest for the France and Italian market, but this market does not offer same
safety and quali ty as the German market. Another largest market could be the market in
England, but it is not acceptable because the driver is on the right side pos ition requiring a large
investment to modify the vehicle, which increases investment and reducing the profits earned
from reselling the car.
According to statistics ACEA in every year in the last 10 years the German market were
registered about 3 mil lion per year for new passenger cars, while in Romania is an increasingly
poor dropping from a record of 256,000 vehicles in 2006 to only 70,000 in 2014.
In Romania thanks to the very corrupt leadership of the country's population of
impoverished and taxes increasing and income very low population turned to buying used cars
especially from western countries like Germany or the like, this is due to a small price purchase
of used cars.
A choice that might be of great interest could be the car mark et in Denmark, but in winter
season due to the use of salt, most machines are rusty after years of use. Compared to Denmark,
Germany does not use salt in thawing streets, so making the cars from Germany to be in very
good con dition, no rust.

The “PEST” Analysis of Romanian Capital Market evaluates the external macro -environment
of this market from the point of view of the Political, Economic, Social and Technological
factors who can give us the possibility to understand market grow or decline, potential and
direction for operations. These factors affect all firms belonging to the analysed market, facto rs
which usually are beyond the firm's control and sometimes present themselves as threats, but
however, changes in the external environment also create new opportunities. The PEST factors
are classified as Strengths, Weaknesses, Opportunities and Threats in a SWOT Analysis.
The SWOT Analysis is a strategic planning tool used to evaluate the Strengths, Weaknesses,
Opportunities, and Threats involved in a project or in market. This analysis is credited to Albert
Humphrey, who led a research project at Stanfo rd University in the 1960s and 1970s. The
“PEST” analysis takes into consideration the following factors:

1. The situation of the Romanian capital
market begins to become more stabl e
through implementation of the European
direct ives. The scope of the European
Legislation is to protect investors, safeguard
market integrity by establishing harmonised
requirements governing the activities of
authorized intermediaries and to promote
fair, transparent, efficient and integrated
financial markets.
2. Following the evolution of the stoc k
exchange indexes on the Romanian capital
market and of the evolution of the
competition on the capital market, it can be
easily noticed that beginning with the year
2004, the whole market has a substantial
ascending evolution.
The cause of this conjunctu re was the
liberalisation process of the market.

2. Economic Factors
2.1. The main macroeconomic indicators
registered a positive evolution in the l ast
years, which will also have a positive impact
on the capital market.
2.2. During the last years, the main stock
exchange indexes on the Romanian capital
market had a positive evolution. The yearly
performance of the BET Index remains
stable in the las t years in comparison to the
medium interest rate for deposits on the
Romanian market, being about 3 times more
than this interest rate for deposits in the years
2006 and 2007. The increase by 22% of the
BET index in the year 2006 is its most
reduced yearl y increase in the last six years.
The composite index of the Bucharest Stock
Exchange, BET -C registered an increase by
28.49% in the year 2006. The value of the
transactions with shares listed on the
Bucharest Stock Exchange increased 2006
only by 27% in c omparison to the raise by
223% in the year 2005 and by 140% in the
year 2004.
2.3. The unique income tax rate by 16% (this
rate is equally applied to income tax and to
corporate income tax) since January 1st,
2005 is lower compared to other countries. Deterioration of public and external
accounts
With the relaxing of fiscal policy, the
government deficit is expected to increa se,
which will go along with a slight increase in
debt. In addition to reducing VAT, all public
sector pay will rise by 10% (15% in
education and 25% in hospitals) and the tax
on dividends will be from 16 to 5%. Defence
spending will increase significantly . The
additional revenue resulting from increased
repression tax evasion, linked to the informal
economy and restructuring of public
companies, often loss will not do it. The
current account deficit will also increase,
according to the trade in goods (4% o f GDP
in 2014), despite the increase in the surplus
of services related to tourism and road
transport (4%). Remittances from workers
abroad and the income deficit from
repatriation of dividends and interest on
external debt (64% of GDP, one third for the
state) will continue at a low level. The
current account deficit will be easily covered
by FDI (just over 2% of GDP) and EU funds
(3%).
3. Social Factors
3.1. The Investors’ access on the Romanian
capital market became easier during the last
years, but the transaction fees applied to the
investors by the Brokerage and Financial
Investment Companies are furthermore high.
The same thing can be observed in the
financial institutions which operate in
Romania. Even if the number of these
financial institutions r ose in the last years,
the charges billed, the services and the
products offered to clients are far below the
level of those offered in a developed country.
More than this, the Brokerage and Financial
Investment Companies which are a part of a
bank group d on’t offer the possibility to
credit automatically the investment account
by the bank giro account of the same person,
both of the accounts being opened at
institutions from the same group.
3.2. There are information sources on the
Romanian capital market, but they are not as
detailed as in the developed countries. Only

3.3. The attitude of the most investors is a
speculative one. They want to obtain big
profits in a short time. The raises and drops
of the stock prices of a company listed on
BSE don’t reflect in the most cases the real
state of that company.
3.4. Investors’ lack of basic know -how and
of experience on the capital market.
4. Technological Factors
4.1. There is no system on the BSE which
could permit to route automatically the
orders, so that the order via internet is
automatically introduced in the trade system
after its specifications were verified (market,
quotes, price, pieces, validity date, if there
are really the shares were are to be sold,
enough money on the investment account in
order to buy the shares). The systems
presented as an on li ne trading system are
only systems which can take over the orders
on-line.
Opportunities
1. Political Factors
1.1. The country rating for Romania is
staying at A4 also at the beginning of 2008
according to the Rating Agency Coface. The
country rating ma de by Coface shows the
capacity of companies from a country to
make the payments in due time. A4

symbolize a low risk and a stable payment
history.
1.2. Though the implementation of the
European Legislation, the compa nies which
action on the capital market has the right to
action on the entire European market without
being necessary to apply for a new

1.5. Other factors which influenced the
capital market starting 20 04 and the positive
evolution of the BSE Indexes were:
– beginning of the 3.nd stage of the
liberalisation process,
– the unique income tax rate is 16% (this rate
is equally applied to income tax and to
corporate income tax) since January 1st,
2005,
– Presidential elections held in Romania on
November 28, 2004 were won by Traian
Basescu.

2.1. The unique income tax rate of 16% is an
important opportunity for the capital market.
2.2. The value of transactions with shares
listed at BSE rose 2006 by about 30%, from
2.152 Mil EUR in 2005 to 2.801,7 Mil EUR
and by about 48% in the year 2007, the
reasons being these one which determine the
evolutions of prices (lack of new companies
listed at the stock exchange, reaching the
correct pric es for many companies listed at
the stock exchange).
2.3.The market capitalization had the same
dynamics as the value of transactions,
registering an increase of 39,6% in 2006 as
compared to 2005, but the increase registered
2007 was only by 14,88%.

3.1. The Investors’ access on the Romanian
capital market is very easy; they must just
choose a Brokerage and Financial
Investment Company. The number of these
companies is 73 companies in the year 2007,
the bigger one being the companies whi ch
are part of a bank group. The more such
companies are active on the market, the
lower their fees will be.
4. Technological Factors
4.1. The fact that the investors can trade
stocks and other titles via internet is a really
important opportunity for th e Romanian
Capital Market. This is a common procedure
in the developed countries. lei. But this growth will be moderate because
local banks, of which 90% are subsidiaries of
Austrian, Frenc h, Greek and Dutch banks
will continue to repay debts owed to their
parent companies, while building their bases
internal deposit. In addition, caution remains
the order of the day due to the volume of bad
loans considerably (14%) and difficulty of
the col lateral call. Export (wood, grain, oil,
fertilizers, metals, drugs, cars and clothes)
should not be affected by weaknesses in
developing economies because most of them
are transported to European markets, where
demand is expected to expand slowly . Sales
in Russia consist mainly of cars with vehicles
and auto parts, but considering only around
1% of GDP. car sales (Dacia and Ford) and
tires (a quarter of exports) are not likely to
feel the repercussions of Volkswagen saga,
even if sales of spare parts deliv ered in
Germany accounted for 1% of GDP in 2014.
Leo will continue to evolve following the
euro, which will maintain competitiveness in
Europe and has sales outside the euro area.
However, while imports will be growing at
the same time at a very rapid rate thanks to
domestic demand, the contribution of trade in
goods will be negative. Services will again
be the main beneficiaries of the vitality of
activity, followed by industry. Agriculture
(11% of GDP) should see a return to
moderate growth after a dip in 2015 due to
drought. Insolvency rate among companies is
likely to remain the largest in the region,
particularly in construction, clothing, agro –
business and hotel and catering. Drive
against corruption and shadow economy is
disrupting some businesses.

5. Conclusions of the analyses PEST
The conclusions of the “PEST” analysis of the Romanian Capital Market from the point of
view of the Political, Economic, Social and Technological Factors are spitted in the four
categories of a SWOT analysis: strengths , weaknesses, opportunities, and threats. The scope of
using both of analyses is to analyse from all the aspects the Romanian Capital Market and to
identify which are the strengths, weaknesses, opportunities, and threats on this market.
In summary, th e Romanian capital market has good strengths and o pportunities to record a
medium and long -term positive evolution. On the short term the capital market can be seen as
less stable because of the causes described above.
6. Presentation of the business idea
Studying the issue of import export car, we discovered that there is a pretty big ask a used
car just because the population has low income and cannot afford buying new cars. We have
studied the market and sales of used cars from Germa ny, where I discovered a very profitable
segment, selling used cars at auctions, which are very cheap only mild requiring repairs and
performing inspections and maintenance. Also with them I looked for companies that could
help me with repairs and maintena nce of vehicles, we found a company that can offer me parts
and repairs at a low level and maximum quality, because the same company also deals with
sales of components used car hit and dismantling scrapped. This company is called
AUTOLAND. Buying used car s from auctions and I will personally transport with a trailer and
sale will choose a member of my family or I will hire someone who will be responsible for
selling vehicles.
In Romania will rent a space where cars will be exposed for sale, it will also ex pose various
sites for sale online. Fixed prices will be slightly below the sale prices of direct competitors
and will be combined with the advantages of receiving a warranty of 6 months of use. This
